Hemisfair Redevelopment Team Issues First RFQ for Public-Private-Partnership (P3)

September 10, 2014 (San Antonio, TX)—Today, the Hemisfair Park Area Redevelopment Corporation (HPARC) released a Request for Qualifications (RFQ) for the first new development within Hemisfair’s urban park district. The site, currently a private-entry parking lot, is adjacent to Yanaguana Garden, the first of Hemisfair’s new park series.

HPARC is looking for an experienced, urban, multifamily housing developer to enter into a Public-Private-Partnership (P3). Under the arrangement, HPARC will provide the land, while the developer builds and operates the structure. While the agreement fixes the parameters of the structure to public parking, residential units, and ground floor commercial or civic space, the aspirations are flexible, challenging developers to produce innovative, unique responses.

“This opportunity represents the first of a series of P3 opportunities that will be part of the fabric of the overall district, transforming Hemisfair into much more than a park,” said Andres Andujar, CEO of HPARC. “The selected developer must have a deep understanding of Hemisfair’s goals, San Antonio’s urban environment, and the history and culture of the city.”

This P3 opportunity is part of the balance that will create a vibrant and sustainable park district. Lease revenues fund the maintenance, operations, and programming of the adjacent parks, while the building uses will serve as attractive amenities to the park experience (such as parking, passive security, and dining options). No developments (including this one) will be built on dedicated parkland.
